According to wikipedia there are duelling theories whether Payne is the killer (in the movie he is executed for them) or if it is Jürgen Prochnow who is the killer (and he sets Payne up to take the fall). Haven't seen it so I wouldn't know who of them should have the 10 kills.

That doesn't seem to be an option according to wikipedia or the IMDb boards, she is insane and gets put in an institution, but she didn't kill anyone, maybe I have to watch this myself and see what I get from it.
