I'm glad you bought those up, Jaws, because I'd have only questioned them myself when I did the breakdown. As for my opinion on whether they should count as kills, I'd have to see the scene again to be sure, but if they're motionless when they're seen on the ground, I'd say count them.
EDIT: well I found the fight on youtube and I'd defiantly say the guy hit in the throat is dead as he's seen completely still, the guy who's leg Iko cuts open on the other hand, can be seen moving his head slightly, but without immediate medical attention I say he's as good as dead.
